What do you mean by consumer participation?
Consumer Participation is a process of involving consumers in decision making about health service planning, policy development, setting priorities and quality issues in the delivery of health services. "The term 'participation' usually implies more sharing, not only of information and opinion, but also of decision making power. Real participation means joint problem solving, joint decision-making, joint responsibility." See Information series: an introduction
