Introduction

There is no shortage of general evaluation literature, tools and frameworks. In all of these, evaluation is part of the planning cycle. Evaluation starts when the organisation begins to plan to engage with consumers. (p111 Improving health services through consumer participation) Indicators are determined during the planning phase and success is measured against these indicators in the evaluation phase. Consumer involvement is critical throughout the process.
